Herb Lin Senior Scientist CSTB hlin () nas edu 202-334-3191 www.cstb.org == Sr. Program Officer Organize, plan, and manage multiple concurrent projects, setting and maintaining schedules subject to budget constraints. Develop study, prepare prospectuses and proposals, and monitor budgets. Establish and maintain liaison with relevant researchers, executives, foundation staff, policymakers, officers, institutions, and sponsors to line up and secure funding for new projects ("business/program development"), and obtain input for and convey progress of program work; support committee and other program meetings by writing background papers, analyses of technical and policy issues and summaries; contribute to deliberations, keeping committee on track; seek and obtain relevant written material, write summaries and other derivative documents; prepare, revise, and edit report drafts based on committee member, Board, staff, and reviewer feedback, including status reports, technical summaries, and interim/final project reports; supervise the work of support and other program staff associated with projects. Requires high levels of organizational skill, including ability to alter organization of activity or document as quickly as circumstances dictate; high levels of analytical capability; ability to assess and integrate large volumes of diverse intellectual inputs; ability to communicate effectively with researchers and mangers and to listen well; ability to write well for both technical and business/policy audiences. Requires demonstrated knowledge of computer and telecommunications applications in industry and government; demonstrated understanding of technology policy in the computing and/or telecommunications areas; and a familiarity with design and implementation issues associated with large and complex systems. Requires a high level of problem solving, project management skill, and a high level of professional judgment and common sense. Requires demonstrated ability to organize, plan, and manage projects; demonstrated ability to produce high-quality results in a timely fashion; and a demonstrated ability to anticipate, recognize and solve problems in a timely manner. Performs other duties as assigned. Excellent oral and written communication skills are essential. Requires creativity, intellectual flexibility and breath, and tolerance for ambiguity. Interest in CSTB's thematic areas (health care, national security and public safety, economic development, IT & society) a plus. Program Officer The Program Officer for the CSTB designs and manages program/project activities of minimal or moderate complexity. Selects appropriate research methods, oversees the data collection and analysis, and interprets research findings. Maintains liaison with designated researchers, policy makers, offices, institutions, sponsors, etc., in order to obtain input for program work. Supports committee and other program meetings by planning logistics, writing background papers, contributing to deliberations, and providing follow-up preparations for future meetings. Facilitates the flow of information among committee/panel members, consultants, and staff. Writes a variety of draft documents such as status reports, technical summaries, and interim/final project reports. Assists in identifying prospective committee members. Manages staff with minimal oversight. Oversees project budget and schedule and authorizes expenditures. Provides support to committee members in all aspects of preparation of the draft report. Facilitates the response to review. Participates in dissemination activities. Conducts background research on topics for new studies. Writes prospectuses and proposals for new and continuing funding. Identifies potential sponsors. Raises funds for current and future projects.
