Why Britain is best for the privileged of China

America is no longer the destination of choice 
for parents keen to help their children get ahead

MICHELLE SHANG talks about Britain's 
universities as if they were untapped coalfields 
or oil-rich desert sands. Sitting in front of a 
Union Jack in her office in Beijing, she 
enthuses to wealthy Chinese parents about the 
rich pickings awaiting their children.

"The education resources of Britain are 
abundant," the director of the Service Centre 
for Overseas Study said. "There are more than a 
hundred public universities and more than a 
thousand colleges ready for exploration."

Mrs Shang's overseas study agency is one of 
dozens in Beijing charging £1,000 a head to 
place students in Britain. With the blessing of 
the Government, rich Chinese have developed a 
hunger for British education that rivals the 
stream of illegal peasant migrants.

The growth is expected to continue or even 
accelerate as returnees propagate the benefits 
of boarding at Harrow or reading law in London. 
Britain has become the top destination for 
Chinese students, ahead of America, the previous 
favourite, and Germany, where higher education 
is virtually free.

Britain's popularity among Chinese students has 
grown since Washington tightened visa 
regulations after the terrorist attacks in 2001. 
Zhang Hao, of Beijing Wan-Ji Education 
Consulting, said: "Why do more and more people 
choose Britain? No doubt it's because it's 
difficult to get an American visa. No matter how 
good you say British education is, America is 
still more popular."

Travelling to Britain has become easier for many 
Chinese since the British Government issues 
visas to almost anyone deemed a genuine student. 
So far the system has worked well, according to 
the British Council, as the vast majority of 
Chinese students return home and do not stay on 
illegally.
