which has been tested in federal court all the way up to the Supreme
Court.  The phrase the piece uses is REAL-WORLD (my caps).  TELRIC is
NOT "real-world".  It is a theoretical price for a modern efficiently
run network.  

Another interesting piece to this is that the payola/decision ratios I
have observed in the past are present here.  It takes about twice the
money from the Bells to buy a vote as it takes the CLECs.

SECTOR(TLS): SBC Higher After Illinois Passes Bill [delayed]

Fixed Line Communications stocks are showing strength today, after
Illinois Gov. Rod Blagojevich signed Senate Bill 885 into law on Friday.
The new law directs the Illinois Commerce Commission to use REAL-WORLD
calculations in determining the price that SBC Illinois' competitors
will pay to lease the company's services. This bill gives SBC
Communications greater control over the local phone market, nearly
doubling the rate SBC can charge phone competitors such as AT&T and MCI
to lease its lines. Critics complained that forcing up wholesale rates
would translate into higher phone bills for consumers and
businesses--and possibly drive SBC's competitors for local service out
of the market.

 According to an Associated Press story, SBC donated almost $569,000 to
Illinois candidates last year, including $85,000 to Blagojevich and
$100,000 to his inaugural committee. AT&T donated $449,000 to Illinois
candidates last year, including $47,500 to Blagojevich, according to the
Illinois Campaign for Political Reform. MCI gave $151,700 in all and
$12,650 to Blagojevich.

 AT&T (T), which is down 1.88% so far today, commented on the Bill. Mike
Tye, AT&T regional vice president of Law and Government Affairs, said:
"We're very disappointed with the Illinois General Assembly's passage of
this legislation, which is a devastating blow to the development of
local phone competition and is bad news for Illinois consumers and small
businesses, who were just beginning to enjoy the benefits of
competition. This SBC-engineered legislation was rammed through the
Illinois General Assembly with little genuine debate or consideration
precisely because it is designed to destroy local competition and
eliminate the benefits competition has brought to Illinois consumers. If
competition is eliminated, Illinois customers will experience a return
to the dreadful service and high prices that plagued them just several
years ago when they were at the mercy of SBC Ameritech."
