The FCC's new Office of Strategic Planning & Policy Analysis (OSP)
operates like an internal consultant, watching trends and targeting
emerging policy issues to help the Commission plan for the future
and make better informed decisions, its chief Jane Mago told
reporters Wed. She said information gathered by OSP, which also was
likened to a think tank, was shared with FCC commissioners and
bureau chiefs on a regular basis. Some research is done to support a
specific FCC proceeding, some is requested by a commissioner and
some is done proactively to keep the agency up to date on trends,
she said. The office focused on a wide range of areas, from
universal service to digital rights management, Mago said: "We're
trying to catch the wave before it hits us." For example, in the
broadband area OSP is "watching trends" in deployment and usage in
the U.S. and internationally, she said. She said OSP did research on
economic trends to support the agency's recent media ownership
proceeding.

Much of the results of agency research remain private, with reports
to the chairman and commissioners on a weekly or biweekly basis,
Mago said. However, it can be seen in occasional White Papers
released by OSP and is evident in many agency orders, she said. OSP
Deputy Chief Kathleen Ham said the office also handled requests for
information from other agencies and provided "some expertise" to the
Office of Management & Budget when the White House was developing
President Bush's budget message, which had included a proposal for
spectrum fees. In answer to a question, Mago said OSP to some extent
forwarded Chmn. Powell's agenda because it emphasized strategic
planning, one of his goals. Asked what was new, what OSP was excited
about, she said technology developments in unlicensed
communications. Asked how much power she had to, say, kill a
program, Mago said she could make a recommendation "that perhaps we
should not go that route," but that was as far as it went. Compared
with her many jobs elsewhere at the FCC, this one offers "the luxury
of time to actually think about something," Mago said.
