I kind of expected the bulk of those to be off in
APNIC never-never land. But a quick check
with ARIN shows that APNIC addresses are in the
minority; the remainder belong to:

Level 3 Communications
Comcast Cable
Road Runner
Le Groupe Videotron Ltee
Sprint
Bell Canada/Nexxia
Net 66
Earthlink
Charter Communications
AT&T/WEST FLORIDA ELECTRIC COOP
AT&T WorldNet Services

One would kind of wish that those ISPs would be tracking
down whatever/whoever is sitting on those addresses,
and possibly shutting them off in one way or another.
