Adm. Poindexter is the author of the infamous "Poindexter amendment" to the equally infamous NSDD-145 signed by Reagan that closed off much of the government's information to private access. Poindexter's role in this was to write an amendment that created a new classification category out of whole cloth. On top of "Top Secret," "Secret" and "Confidential" Poindexter then created "Sensitive but unclassified." Under this new classification, a federal agency could withhold nearly anything it wanted.
