S-2031 is specifically designed to buttress the Federal Bayh-Dole Act (passed in 1980) against the sovereignty of the States. Bayh-Dole authorized State Universities receiving Federal funding to enter into highly lucrative private contracts with big-time "IP" stakeholders such as pharmaceuticals and software companies, in which those companies could obtain ownership of the fruits of the schools' publicly-funded research. Worse, the details of the deals they broker are sealed from public scrutiny!
