The Director of Central Intelligence (DCI) was created by the National Security Act of 1947, and is the primary advisor on national foreign intelligence to the President and National Security Council. The DCI is tasked with "directing and conducting all national foreign intelligence and counterintelligence activities." The CIA director traditionally holds this position, but it is a separate role from the CIA.

The main collection agencies are National Intelligence Council (NIC), Central Intelligence Agency (CIA), National Securiy Agency (NSA), Defense Intelligence Agency (DIA), National Imagery and Mapping Agency (NIMA), National Reconnaissance Office (NRO), along with FBI, Treasury, State and DoE. The military also has their own organizations.

What this shakeup does is move the non-military DoD agencies together. DoD currently comprises of NSA, NRO, NIMA, Marines, Air Force, Navy, Army and DIA. CIA is currently an independent, non-Dept., non-DoD agency. The consolidation will leave the Intel community as follows:

Military:
Marines, Air Force, Navy, Army and DIA

Departmental
FBI, Treasury, State and DoE

Independant (under DCI)
CIA, NSA, NRO, and NIMA
