Michael Constant and I have performed a basic analysis of a possible
worst-case virulence for an active worm like Code Red.  By simply changing
the infection strategy, a "Warhol Worm" could be developed, able to infect
all vulnerable machines in 15 minutes from the moment of initial infection
of a single machine!
