FCC Names Internet Expert As Its New Chief Technologist

WASHINGTON -- The Federal Communications Commission named David Farber, an 
expert on telecommunications and the Internet, as its chief technologist.

A professor of telecommunication systems at the University of Pennsylvania 
in Philadelphia, Mr. Farber, 65 years old, will be responsible for 
analyzing the strategic interplay of technology and policy for the FCC. 
Key issues he likely will face during his planned 18-month term include 
how radio spectrum can be better utilized to provide high-speed Internet 
access and how to address Internet-technology convergence and 
broadband-access issues.

A member and trustee of the Internet Society, an informal policy-making 
body for the Internet based in Reston, Va., Mr. Farber is seen as favoring 
industry self-governance and a hands-off government approach, a view 
shared by FCC officials.

Although he never studied for a doctorate in computer sciences -- he 
received an undergraduate engineering degree from Stevens Technical 
Institute in Hoboken, N.J. -- he has four decades of experience in the 
technology field. He helped develop the first electronic telephone 
switches for Bell Telephone Laboratories, which provided him with a 
two-year master's equivalency program in computing, in the 1960s. He 
pioneered work on networked-computing systems at the University of 
California at Irvine in the 1970s. At Pennsylvania, he has been leading 
research in ultra-high-speed networking.

As well as helping build the Internet, Mr. Farber also has used it to 
shape himself as a sort of modern media man. One of his best-known 
accomplishments is his "Interesting People" mailing list, which he started 
more than a decade ago when he began forwarding articles on the technology 
industry to close friends. Today, the list includes more than 25,000 
subscribers. He also sponsors his own home page, a compilation of his 
accomplishments, his thoughts and even his favorite place to vacation.
