While a step forward in some respects, including unexpected relief for encryption source code, it appears the complex rules and definitions proposed will likely still prevent the widespread export of strong encryption promised in the September US policy announcement. The draft regulations are available now on CDT's web site at: http://www.cdt.org/crypto/regs112399.shtml The ultimate test of these regulations is whether they let people all over the world get access to strong encryption in the products they use everyday.
