   Internet Oversight Board Adopts New Rules on
           Domain Names

           [S] ANTIAGO, Chile -- The Internet's new
               oversight board Thursday adopted a
           proposal for resolving competing claims to
           the names used for Internet addresses. But it
           heeded calls to delay putting the rules into
           effect until it can discuss concerns that
           they favor big companies and trademark
           holders over individuals and small
           businesses.
