   Librarians have long been known as the most valiant defenders of the
   First Amendment. They are also competent lobbyists, who managed to get
   the FCC to ante up $1.25 billion for Internet hookups. Now
   conservatives in Congress are offering librarians a terrible choice:
   No federal money at all, or federal money with censorship strings
   attached.
