Prediction: this , if it happens will result in a decline of enrollment in the US Computer Science departments as it has the result of keeping the salaries for cs people down.
It could also lead to a decline in the enrollment in US CS graduate programs. The best way for a aspiring young person from outside the US to get into the IT job market here is to enroll in a US CS graduate program, get a MS degree in 18-24 months and take a job under the one-year practical training visa. The employer will then help in obtaining a permanent visa. If these people could enter the US IT job market directly many would opt to do so and forego getting the MS degree. -- Tim Finin, Professor of Computer Science and Electrical Engineering, Univ. of Maryland Baltimore County, 1000 Hilltop, Baltimore MD 21250. finin () umbc edu*410-455-3522*fax:410-455-3969*http://umbc.edu/~finin/. ******************************** See you at INET'98, Geneva 21-24, July 98 <http://www.isoc.org/inet98/>
