I thought ITU was a "repository". John implies they are at the top.


In many countries (but not the U.S.) the ITU "recommendations" may be
equivalent to national law. The U.S. always takes exceptions to such treaty
matters, since it would require the approval of the U.S. Senate, and
besides, ITU recommendations are not always in the best interests of the
U.S., or at least the U.S. carriers that go to these meetings.


Also, there is no "s" on Telecommunications in ITU, but Markoff's copy
editor probably does not know that.
