        FBI Director Louis J. Freeh's 7/6 testimony before the US Senate
Judiciary Committee -- in which he calls for a law requiring CAs to hold a
copy of each user's "Public-Key pair" [both the private (digital signature)
and public (secure key-exchange) PKI devices] -- is posted to John Young's
remarkable library of documents relevant to US encryption policy at:

        Freeh's text is actually quite remarkable.


        What did they call that era long past when trade and commerce was
completely subordinated to the needs and control of the state?
"Merchantilism," wasn't it?


        Was it so successful that the 17th Century offers the model for the
