Industry groups blast=20 U.S. encryption policy=20 =A0 =A0 =A0 =A0 WASHINGTON =97 An array of private-sector trade groups said = Thursday that the Clinton administration=92s new export policy on computer encoding technology was a failure. =A0 =A0 =A0 =A0 Encryption products, which scramble information and render i= t unreadable without a password or software =93key,=94 are subject to strict export limits, although the administration recently relaxed the rules a bit.
