Her speech was entitled "The Role of Competition in Promoting the National and International Information Infrastructure" and discusses the US experience with telecommunications and possible implications for the NTT situation. (Baseball fans will also appreciate the sports metaphors and discussion of the Nomo phenomenon. Sports metaphors are often used in speeches by senior American government officials.)
