HACKERS BEWARE
Forget midnight basketball: the real news in the crime bill is the Computer
Abuse Amendments Act of 1994. The amendments significantly increase the
chances of successfully prosecuting computer hackers by changing the
standard from "intent" to "reckless disregard." In addition, previous laws
protected only "federal interest computers" (machines belonging to a
government agency or financial services firm). The new rules cover
computers "used in interstate commerce," meaning any PC hooked up to the
