Upon completion of the Term, employees may be given an opportunity to compete for a permanent position. TERM APPOINTMENTS DO NOT CONFER COMPETITIVE STATUS FOR FEDERAL POSITIONS. TITLE, SERIES, AND GRADE Patent Examiner (Computer Science) GS-1224-5/7/9 Up to 10 positions may be filled If filled at the GS-5 level, the promotion potential is GS-9. If filled at the GS-7 or GS-9, the promotion potential is GS-11. VACANCY LOCATION Patent Examining Corps Arlington, Virginia WHO MAY APPLY All sources (status and non-status candidates). Applications will be rated and ranked under competitive examining procedures. DUTIES: Employees perform portions of patent research assignments to assist Patent Examiners in the Computer Systems and Applications area. Utilizing knowledge of technology and available resources, conduct research, develop facts, and provide results to Patent Examiners. As knowledge of patent examining increases, employees will be assigned more complex assignments and applications to examine. QUALIFICATION REQUIREMENTS: BASIC REQUIREMENTS FOR GS-5, GS-7, AND GS-9: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree, which included at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must be in any combination of statistics and mathematics which includes both differential and integral calculus. NOTICE TO ALL APPLICANTS PLEASE READ FORM CD-260S, WHICH CONTAINS IMPORTANT INFORMATION ABOUT THIS ANNOUNCEMENT PTO-94-008 Patent Examiner (Computer Science) GS-1224-5/7/9 ADDITIONAL REQUIREMENTS FOR GRADES GS-7 AND GS-9: In addition to the Basic Requirements listed above, for grades GS-7 and GS-9, candidates must possess one year of specialized experience equivalent to the next lower grade level in the Federal service, or education as described below. SPECIALIZED EXPERIENCE is experience which is related to the position to be filled and which has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of that position and which is typically in or related to the position being filled. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: For GS-7, Superior Academic Achievement or 1 full year of graduate level education. For GS-9, 2 full years of progressively higher level graduate education or master's or equivalent degree. COMBINATION OF EDUCATION WITH EXPERIENCE: Will be in accordance with the Qualification Standards Handbook. EVALUATION OF QUALIFIED CANDIDATES: will be on the basis of experience, training (formal education, in-house courses, conferences, seminars, etc.- GIVE DATES ATTENDED AND HOURS OF INSTRUCTION), awards (medals, cash awards, SAAs, Outstanding Performance Ratings, QSIs, etc.- GIVE DATES RECEIVED), supervisory appraisals, and the following ranking factors: 1) Knowledge of Computer Science methods and techniques including computer systems organization, architecture, and software, digital signal processing, microprocessors, operating systems, systems programming, or computer networking. 2) Ability to conduct research utilizing electronic databases such as INSPEC, NTIS, or COMPENDEX and to analyze information and present conclusions. 3) Ability to communicate effectively orally and in writing.
