The worst part of the provision is that it *regulates* the "Internet" (whatever it is) and specifically puts it into the US Code for the first time. Who the hell needs that??!!! What should we do about it? It is not in the Hollings bill, so if there is any controversy the conf committee will drop it. Worse: If any part of the essential internet gets locked in as a regulated service, it is a dead duck as far as future federal R&D agency interest goes. It will be as safe from the politics of procurement as FTS 2000, and about as useful as a source of innovation!
