FLAT PANEL SUBSIDY CRITICIZED
        Gary Chapman of the 21st Century Project says that it's
increasingly clear that the economy won't be able to support all the
scientists and engineers being produced by the educational system, and
calls for a technology policy tied to public needs (crime-free
neighborhoods, healthy environment, and better roads, public buildings and
parks) rather than the Clinton Administration policy which is enthralled by
high tech. "What public need does a $1 billion investment in flat-panel
displays answer?"  (New York Times 5/31/94 A15)
