from a note : "I don't have a definitive source, but here is better info, from a compendium of different countries' laws on cryptography, created by two profs at the GWU National Law Center: GERMANY... A. 1. Import controls of Encryption Technology Germany does not have any restrictions on encryption products. (Source: Bob Rarog, _Encryption Export Controls & the Computer Industry_, Digital Equipment Corporation (May 1, 1993).) ... B. 1. Export Controls on Encryption Technology Germany has specifically exempted encryption software from the General Software Note of the COCOM Industrial List. (same source). Therefore, Germany maintains control of both public domain and "mass market" encryption software."
