Germany does not have any restrictions on encryption products.

B. 1.  Export Controls on Encryption Technology


Germany has specifically exempted encryption software from the General
Software Note of the COCOM Industrial List.  (same source).  Therefore,
Germany maintains control of both public domain and "mass market"
encryption software."
