WILL GORE'S PLAN GORE THE ECONOMY?  Policy analyst Lewis J. Perelman claims
Vice President Gore's call to telecom companies to give "free hookups" to
schools and colleges is backwards because "America already has a program
for 'universal access' to knowledge--the $400 billion of taxes that go to
schools and colleges." He says that instead of further taxing media
companies that are vastly more efficient and innovative than academic
institutions, government should redistribute those  education tax funds
directly to the disadvantaged via "microvouchers" to purchase their own
telecomputer products and services.  (San Jose Mercury News 1/30/94 C1)


INFO BUDGET UP. The Clinton Administration's budget calls for increased
government-wide spending for computing and communications research by $1.2

COMPUTER-VIRUS BOOK/FRANCE: The French translation of Mark A. Ludwig's book
"Naissance d'un Virus" by Addison-Wesley France is expected to be forbidden
by the Paris' tribunal because it contains virus source codes.  The
translator of the book and general secretary of the hackers/
phreakers group called Chaos Computer Club France is a computer virus
expert (cccf () altern com).
