After months of political wrangling, the European Community's Council
of Telecommunications Ministers has approved a watered-down measure to
promote development of Europe's high-definition TV industry.

Last week's council decision called on the European Commission to
develop proposals by Oct 1 that would define a system specification,
INCLUDING ENCRYPTION SYSTEMS (emphasis mine); set a development
timetable; and spell out procedures for system implementation,
evaluation and standardization as well as funding.
