Abtract from a UPI report

A report commissioned by university vice chancellors
and principals suggested Friday that the government implement an
additional tax on graduates or add loans for student-paid fees to fund
more higher education.

       The report by the independent consultancy London Economics suggested
ways for students to contribute to what it said was the 4.4 billion
pound ($6.6 billion) yearly cost of degree courses, currently paid for
by the government.
       It said higher education costs would rise by about 900 million pounds
($1.35 billion) a year to increase the proportion of young people
entering higher education from the current 28 percent to the
government's target of 33 percent.
       The four options for student contributions to higher education
funding were:
       --An extra 2-3 percent tax on graduates throughout their working
lives.
