Begin with mailing the webmaster of the site. They probably don't even know that they are infected, and they should appreciate being informed. Does anyone know of a place were you can report web sites that are propagating viruses? You can go to emailabuse.org to report the use of electronic mail to advertise unethically, harass, annoy, or cause harm to the email recipient.
