TCP port 403 (decap?)

Greetings, We got a scan for TCP port 403 Monday from a host at a university. The only thing I was able to find for port 403 is that it is used for something called "decap". However, I was not able to find anything about "decap". Does anyone have any knowledge of what "decap" is or have any guesses as to what they were scanning for?
