Though it could be done with BGP similar to how the BGP RBL worked, I
think it's a relatively bad idea.  On the issue of spam, there are some
sites that don't see a problem spamming, or that don't care enough about
it to go to the trouble of securing their mail servers.  These are the
types of places that end up in the RBL.

I'd like to believe there are relatively few places on the net that intend
to be hacker havens.  Are you going to start black holing all of UUNet's,
PSI's, earthlink's dialup pool IP blocks?  Most people don't want hackers
in their systems.  The proper way to deal with the issue is to inform the
owners and keep your boxes secure.
