IMO, since you haven't specified entry to which network, honeyd is assuming all networks are on the inner side of the router. If you add the network to the first line like this - route entry 192.168.0.1 network 192.168.0.0/16 honeyd knows which networks are behind the router and which networks are directly connected to the router.
