Domain Front Running

Hi All, Does anyone know if ICANN now prohibits front running [1]? I can only find things like "Call for Policy Consideration" after studying the problem [2]?
From [3], it appears ICANN claimed they couldn't do anything about it.
But the article is a few years old. If its not prohibited, is anyone aware of who is currently doing it? Is Network Solutions still practicing it [4]? By the way, Network Solutions was not the innocent babe in the woods looking out for potential registrars as they claimed: [3] [5].
