That's what snail mail is for...

Postal mail is actually the number one entry point for contraband according
to many of the jails we've spoken with.  They're hoping that with increased
use of electronic messaging the volume of postal mail will go down and they
will be better able to screen the postal mail that remains or reassign staff
to other more productive duties.

This is incarceration for profit, or profit from
the incarcerated.

I can't comment on the motives of the people investing in the business aside
from noting that nearly everything in the corrections industry has been
privatized and outsourced, and profit is the primary motivator behind the
businesses that provide services to jails (telephone, commissary, catering,
medical, etc.).  The jails use outside services because they're more
efficient and cheaper than doing it in-house, saving taxpayers money in the
long run.

As for items like TV, books, and other "comforts", a lot of what they
provide is bare-bones service.  Just enough to keep them occupied and
distracted so they don't have interest in rioting or causing other problems
(not that some won't cause problems anyway).  It gives the jail something
else to take away when problems do arise in general population (one of the
things they asked from us was to be able to enable/disable individual kiosks
so they could use them as bargaining chips in the event of unrest within a
housing unit; they already do this with the TV).
