I will add that if you know anyone in I.T. security for any DoD or DoE agency, they will unequivocally tell you that they are the constant target of attacks originating from the China's PLA. One other trail to follow... note that Shawn Carpenter is no longer persona-non-grata, and look at what has happened to the career of the FBI agent that mishandled him. There may no longer be enough public evidence to obtain a slam-dunk conviction in a criminal court (where the evidence requirement is "beyond a reasonable doubt") that charges the PLA with hacking, but there is clearly enough evidence for a conviction in a civil court (where the evidence requirement from "a scintilla of evidence" to a "preponderance of evidence").
