According to paper http://arxiv.org/PS_cache/arxiv/pdf/0903/0903.3218v1.pdf,
table 1, the countries around the world are suited for surveilance in
following order:
U.S, Great Britain, Germany, Netherlands, France, Sweden, Hungary, China,
etc..
