So someone on this list really thinks Craigslist *allows* this, as in 
endorses it and has no problems with it? Please! It wasn't obvious to me 
because I can't imagine someone thinking that.

Craigslist doesn't read the animal sale or people sale posts. They operate 
on the user community policing the ads and flagging them for review. Until 
someone shows me that they flagged these underage child sex posts and they 
were not removed, I don't see how anyone can think that CL is "allowing" 
it any more than someone selling something else inappropriate because they 
post it without being flagged.
