Okay, so I'm going to start my own registrar company. When you go
register a domain with me I will verify your contact information for
accuracy, best as I can. In the whois database you will get:

When you find a problem with a domain registered with my company
you'll simply sign up for a free account and be assigned an acct. #.
When you correspond to one of the domain owners registered with me
you'll do so from a web interface that will use a variation of your
acct. # as your from e-mail and send to the domain owner's e-mail I
have on file. A lot of web service companies handle things this way -
eBay for instance - so why not a registrar? All of the information is
there for LE purposes, plus the public can still communicate with
domain owners when needed and a domain owners information is kept from
those evil spammers/scammers.

Couldn't it be done?
