That was my guess as well - except that press reports stated Blair pick
Brown. Press reports are wrong. As I understand it: the Parliamentary Labour Party picked Brown as the party leader. Because the Labour Party are the majority party, the Queen invited Brown to form a government, as she would have done if the party had just won an election.
