He didn't say this, he only wanted his audience to interpret it that way.[1]
is exploiting Germans' fear of terrorism to expand the powers of police and intelligence services. Some officials here view the debate as similar to the one in the U.S. over constitutional questions raised by the Patriot Act.
And politicians usually know what their audience wants to here, so I doubt there will be much debate outside a few rather obscure circles. [1] We've got fairly elaborate rules what police and others can do to in case of imminent danger. The whole thing is pretty much separate from the rules of due process, so the question of presumption of innocence does not even arise.
