These bird population declines are easy to understand if one looks at the corresponding increase in human population in the U.S. since 1967 and the dramatic increase in the consumption of cars and bigger houses. RFC1149 notes that "With time, the carriers are self-regenerating." While this may have been true when that RFC was written, it may become an issue for those trying to implement RFC2549 QoS and/or other traffic engineering techniques, if new carriers are not available for packet retransmission on a timely basis.
