It would appear that this article is just as accurate about the bill as about the 
political situation in Canada:

He's rather woefully out of date: the Liberals are out, and it's the Conservatives (in 
this case Minister "Stuntwell" Day) who are bringing in this bill.  (In Canada the 
Liberal Party is the equivalent of the US Democratic Party, and the Conservatives 
are the equivalent of the US Democratic Party, but from the south-central states.)

Actually, if you read the bill (which is as long and tedious as one would imagine 
such an exercise to be), it does state that almost all requests have to be authorized: 
there is provision for emergency requests, but these have to be justified within 24 
hours.  It also notes that all surveillance has to be consistent with existing privacy 
laws.

False alarm, Yanks: rest easy in the knowledge that you still have the edge on us in 
terms of government intrusions.
