Not a fair question - an airplane can change the air so quickly that
if the person next to you were to be smoking, without looking you may
never notice.


Extremes:
1. Government property?

Government has the power.

2. Parks?

Outside parks - smokers are feeding the trees.

3. Enclosed spaces, which are places of business holding more than 10
people in them.

Business owner's decision - its HIS property after all. Free
association, property rights and all that.
