How much energy is wasted in the process of electrolysing water to hydrogen?
How do these losses compare to using the same electricity to charge a
batteries which are then used in electric cars?

Electrolyse water, that gives you hydrogen and oxygen (and when you burn
the hydrogen, you get your water back), leaving only the issue of how do
you generate the electricity. Which is, of course, the key question.
