One is series of actions against an entity that makes money by
selling chemicals that are illegal in the United States.

Not really; more like "against a large number of entities".  How large
the number is depends on exactly where you draw the lines between
entities; in many cases I suspect those lines are very hard to draw
clearly unless you count each involved person as a separate entity.

The other is a series of actions against an entity that would like to
see every last infidel wiped off the face of the planet.

Which is an excellent description of why calling it "on terrorism" is
just propaganda spin: it isn't on terrorism, it's on a vaguely-defined
set of Middle Eastern extremists.  (Many of them are terrorists.  Many
terrorists are among them.  Neither is a subset of the other.)  In any
case, it is not against any even-moderately-well-defined single entity.
