Theatre is when you act out a fiction for the entertainment of the 
audience.

Security theatre is when you act out a fiction for the entertainment of
the audience. In this case, the fiction must be security-related - for
example, you might visibly and noticeably confiscate a nail scissors at an
airport, which is more newsworthy and cheaper than installing real
security.
