Well, that's kind of scary, in that, I can't tell you how many
times I've used notepad (sometimes only as a scratchpad, whereas
the problem would not manifest) to make (for example) firewall
ACL changes, etc....

Wierd - it seems to be only when loaded. Looking in a hex editor and it  
contains the words as normal.

Write the text in wordpad, save as a text file and open in notepad, shows  
the mangle characters.
