That looks ominously like a address harvesting scam; goodmtmail.info is
actually owned by promo-mail.net.  Go figure, if you haven't already!

"From" appears to be a NZ "Government" address (actually in the domain
of Waitakere Council, just outside Auckland.  Been there - great place!)
