It's already been tried with RFID (tracking children "for their
safety") in California:

W.R.T. tracking via Wi-Fi and Bluetooth. let's just say that
I presonally dislike Bluetooth because of the security implications,
and do not own a single piece of Bluetooth gear. ;-)
