they can put this locator data stream together with other data streams like
credit card terminal use, atm use, traffic cameras, atm cameras and facial
recognition software, to get a high probability of who each cell phone belongs
to.  or gray-market law enforcers can get a two-bit subpoena for the identity.

either way, "love your country but do not trust its government."  those of us
living in democracies are the source of all sovereignty, and mostly are
constitutionally considered innocent unless proved guilty.  it is not up to
us to prove harm, it's up to the government to prove necessity.  which they
absolutely cannot do, not even under PATRIOT.
