Obviously a consipiracy!  However, the UN mind-control group, in trying to 
spread the false idea that spam is just an annoyance rather than an insidious 
method of hypnotising the masses by controlling the rate at which they hit the 
"delete" key, have made a mistake!  Workers of the world, grab your pitchforks 
and torches!  It is clear that we must don our tin-foil hats and march on Winsford 
to burn the black helicopters in their hangers!
 
Or, alternatively, the mapping of IP addresses to geographic location is 
rather inexact, and this is just an artifact of the way Symantec did it.
