reduction things become a little
different

That's what Visa and Mastercard said about Secure Electronic Transactions (SET) as a replacement for SSL and merchant 
risk management business expertise.

Oddly, neither the banks nor credit card companies wanted to absorb the cost of fraud any more than they already do, so 
they had nothing at all to offer SET merchants except empty and false promises...

A merchant who ships merchandise on an Internet Mail Order/Telephone Order credit card processing account with a 
merchant bank and then has a charge-back due to fraud or a customer who doesn't want to pay is still the one who ends 
up with the loss.
